You filled a cargo tank with a hazardous material. What needs to be done before moving the car?

No matter how little the amount in the tank or how close the distance, you must close all manholes and valves before moving a vehicle that contains a hazardous material. To prevent leaks, manholes and valves must be closed. According to CFR, Title 49 section 173.29, it is forbidden to move a cargo tank that has open valves or covers unless it is empty.
